Creator Economy

YouTube launched its Partner Program in May 2007, allowing users who attracted large audiences to share in advertising revenue.1 For the first time, a platform offered individuals a path to earn a living by creating content without a publisher, a broadcaster, or an employer as intermediary.

The model expanded rapidly. Instagram, launched in 2010, did not pay creators directly but enabled them to monetize attention through sponsored posts. Patreon, founded in 2013, allowed fans to pay creators recurring subscriptions.2 Substack, launched in 2017, applied the same model to writers.

The term "creator economy" entered widespread use around 2020, when venture capital firm SignalFire published a report estimating that more than fifty million people worldwide identified as creators.3 The report defined the creator economy as the class of businesses built by independent content creators, curators, and community builders, including social media influencers, bloggers, and videographers.

The economic structure of the creator economy resembles a power law. A small number of creators earn substantial incomes. A 2022 analysis found that fewer than four percent of creators on major platforms earned more than $100,000 per year.4

Platforms shaped the economics. TikTok's Creator Fund, launched in 2020, allocated a fixed pool of money divided among eligible creators. YouTube paid creators fifty-five percent of advertising revenue on their videos. Spotify began paying podcast creators through its program in 2020. Each platform set the terms, and creators had limited ability to negotiate.5

The creator economy gave individuals the tools to produce and distribute work that once required institutions. It did not give them the infrastructure that institutions provided, including health insurance, retirement plans, legal protection, or income stability. A 2023 Adobe survey found that the global creator economy included more than 300 million creators, most of whom earned the majority of their income from sources other than their creative work.6
